Staff Analysis of the Legislation

This bill addresses the penalties associated with convictions for manufacturing, selling, or distributing false identification, so as to change the penalties to be based upon the age of the person convicted and the nature of the crime. Any person under 21 who commits the crime of manufacturing, selling or distributing false identification documents for the purpose of being used to enter an age restricted facility or to purchase an age restricted consumable good shall, upon first conviction, be guilty of a misdemeanor and upon a second or subsequent conviction be guilty of a misdemeanor of a high and aggravated nature.
